Since we know this is a scene from Exodus we can predict the man is Moses and the fire is above him with all his people behind him.
This writing is saying that even though they are in a violent fight they are doing what God would want them to do so they can win the tyrants and have their freedom.
There is a fire at the top where the group of people are standing. This fire makes views see that a big fight is happening meaning they are fighting for something important.
They were going against the Tyrant because they wanted to have freedom but in order for that to happen they had to win this fight first.
Showing how the people have shorts and animals which makes it look like a bigger and much more serious fight.
The torches in the left statues hand shows power because of the way it is holding it and the gun on the right ones hand is showing that they are brave and willing to gain power.
The two statues represent the two goddesses of liberties which were showing liberty, equality, and power
