This picture is showing what America was back then, so people had to fight the bad people who were called Tyrants in order to gain freedom. Especially this picture was a scene from Exodus in order to show the fight that was happening between the tyrants and the Americans who were fighting so that they can get their freedom back. Then there were the people at the top who were standing on the hill with one of the people pointing that happening. This altogether meant that God wants them to fight the tyrants and win their freedom because the tyrants are bad people who don't deserve freedom. Benjamin Franklin did this front site but there was also a back side which was by Thomas Jefferson that showed the 2 statues which meant liberty and equality because they also needed  that. The plan of the Great Seal was to show Americans that what it meant to be an American was to fight for your country and try to help it out as much as you can.
